Ukrainian President Volodymyr Zelensky has stated that the Ukrainian people may be asked to vote on certain elements of a potential peace plan, especially issues involving territorial decisions. As international negotiations intensify, Zelensky emphasized that any agreement affecting Ukraine’s borders or sovereignty must reflect the will of its citizens—not the interests of foreign powers or political pressure.
According to Zelensky, proposals raised during recent U.S.-led peace discussions include compromises involving the Donbas region, such as the possibility of withdrawing Ukrainian forces from selected areas or creating a special administrative or economic zone. He noted that while Ukraine remains open to dialogue, decisions of this magnitude must be democratic, transparent, and aligned with the country’s constitutional principles.
Zelensky underscored that neither the president nor the government can make unilateral concessions on territory, stressing that the Ukrainian public is the ultimate authority. A nationwide referendum or national elections could serve as the mechanism for determining whether certain terms of a peace agreement are acceptable.
The Ukrainian leader also highlighted ongoing challenges within the peace process, pointing to diverging views between Kyiv, Washington, and European partners on how to balance security, sovereignty, and the need to end the war. Despite this, he reaffirmed that Ukraine will not accept any arrangement that undermines its territorial integrity or grants Russia undue influence over governance in contested areas.
As discussions continue, Zelensky reiterated that dialogue is possible, but the final decision belongs to the Ukrainian people, who have endured years of conflict and remain united in defending national independence.
