A bombshell report from the House Oversight Committee has triggered intense political debate after alleging that President Joe Biden’s aides routinely used an autopen — a mechanical device that replicates a person’s signature — to authorize major executive actions without direct approval from the president.

The 100-page report, titled “The Biden Autopen Presidency: Decline, Delusion, and Deception in the White House,” was released this week by the Republican-led Oversight Committee. It paints a grim picture of what investigators describe as a “shadow presidency,” in which senior aides acted on Biden’s behalf as his mental and physical health reportedly declined.

According to the report, multiple presidential pardons, commutations, and executive orders were allegedly signed using an autopen, with no official record proving that Biden personally reviewed or approved them. The committee argues these actions could be “constitutionally invalid” and has urged the Department of Justice to review every executive order issued during Biden’s term.

“This is about transparency and accountability,” said Chairman James Comer (R-KY). “If the president’s signature was being replicated without his oversight, that raises serious constitutional concerns.”

The report also accuses several close aides — including Annie Tomasini, Anthony Bernal, and Dr. Kevin O’Connor, Biden’s personal physician — of helping conceal the president’s declining capacity. All three reportedly invoked the Fifth Amendment and refused to answer investigators’ questions.

The Oversight Committee has referred Dr. O’Connor to the D.C. Board of Medicine for review, alleging potential ethical violations tied to his management of Biden’s health information and public appearances.

Democrats have strongly denounced the report as politically motivated and lacking solid evidence. Committee Democrats issued a rebuttal statement dismissing the investigation as “a partisan attack built on conspiracy theories.”

“There’s no proof that President Biden didn’t authorize these documents,” said Rep. Jamie Raskin (D-MD), the committee’s ranking member. “This is a desperate attempt to undermine a presidency that has already ended.”

The use of the autopen itself is not illegal — presidents from Dwight D. Eisenhower to Barack Obama have used it to sign legislation or official letters when physically unavailable. However, the Oversight report claims Biden’s reliance on it was “excessive and opaque,” suggesting a broader pattern of aides making decisions in his name.

Political analysts note that the controversy may become a key talking point in the 2026 midterm elections, as Republicans use the issue to question the legitimacy and competency of the previous administration.

Meanwhile, legal experts warn that declaring any presidential actions invalid due to autopen use would set a dangerous precedent, potentially undermining decades of executive process.

The White House has not formally commented on the report, though insiders dismissed it as “another baseless political stunt.”

As investigations continue, the so-called “Autopen Presidency” could become one of the most contentious political narratives in recent history — blending constitutional law, questions of mental fitness, and partisan warfare into one explosive debate.
