RIO DE JANEIRO, Brazil — A large-scale police and military operation in Rio de Janeiro’s favela neighborhoods has ended in tragedy, leaving over 120 people dead and sparking international outrage over Brazil’s escalating war on organized crime.

The coordinated raid, launched on October 28, 2025, targeted the Comando Vermelho (Red Command), one of Brazil’s most powerful drug cartels. More than 2,500 police officers and soldiers participated, deploying armored vehicles, helicopters, and drones in an effort to dismantle the gang’s operations in the Complexo do Alemão and Penha favelas — two of the most volatile areas in northern Rio.

Authorities said the mission, code-named Operation Containment, sought to execute dozens of arrest warrants against high-ranking gang leaders. Security forces reported seizing large quantities of weapons and drugs, describing the operation as a “major victory against narco-terrorism.”

What began as a pre-dawn raid quickly escalated into a fierce firefight. Residents reported hours of heavy gunfire as gang members responded with rifles and homemade explosives. In some areas, criminals set vehicles on fire to block police entry. Eyewitnesses described a scene of chaos — “like a war zone,” one local said.

According to official figures, 132 people were killed, including four police officers. Another 80-plus suspects were arrested, while hundreds of residents fled their homes amid the violence. The state’s civil police claimed to have confiscated over 100 firearms and nearly 500 kilograms of drugs, calling it one of the most significant seizures in years.

While the state government hailed the operation as a blow to organized crime, the death toll has prompted harsh criticism from human rights organizations, who labeled the raid “indiscriminate and excessive.”
Groups such as Human Rights Watch and Amnesty International have called for a full investigation, citing possible civilian casualties and allegations of extrajudicial killings.

“Public security cannot be achieved through massacres,” said one rights advocate. “The government must be held accountable for every life lost.”

Governor Cláudio Castro defended the raid, stating that Rio’s criminal factions operate “like armies” and must be confronted with force. However, critics argue that these operations often target impoverished, predominantly Black communities, deepening social divisions and distrust of law enforcement.
