Federal investigators have begun piecing together the motive of Joshua Jahn, the 29-year-old man who opened fire at a U.S. Immigration and Customs Enforcement (ICE) facility in Dallas on September 24, 2025. The attack left one detainee dead, two others critically injured, and ended with Jahn taking his own life. While no ICE agents were physically harmed, evidence now suggests Jahn specifically targeted the agency with the goal of creating fear.
Evidence of an Anti-ICE Ideology
Authorities uncovered striking clues about Jahn’s intent. Among them was an unused bullet casing inscribed with the words “ANTI-ICE”, a clear indication of his hostility toward the agency. Investigators also found handwritten notes where Jahn expressed a desire to instill “real terror” in ICE agents. One note read: “Hopefully this will give ICE agents real terror, to think, is there a sniper with AP rounds on that roof?”
Other writings suggested Jahn wanted to make sure investigators knew he acted alone. A separate note reportedly stated: “Yes, it was just me.” These findings, combined with his choice of target, leave little doubt that ICE itself was the focus of his attack.
Signs of Careful Planning
Investigators say Jahn did not act impulsively. He carried out online research, collected intelligence, and even compiled a list of Homeland Security facilities in Dallas County. On his phone, authorities discovered apps designed to track ICE agents as well as searches on ballistics and other tactical subjects. He had also recently viewed videos of political violence, including the assassination of activist Charlie Kirk.
This combination of evidence points to premeditation and a deliberate effort to stage an attack aimed at federal officers, rather than a random outburst of violence.
Questions About the Intended Targets
While Jahn opened fire toward both the ICE building and a van carrying detainees, officials say his notes indicate his primary goal was to frighten ICE agents, not to kill immigrants in custody. Tragically, one detainee was struck and killed during the gunfire, underscoring the unpredictable consequences of his actions.
No Known Group Ties
So far, investigators have not linked Jahn to any organized extremist movement or political group. His actions appear to stem from personal ideology rather than group affiliation. Officials emphasize that the investigation remains ongoing and more details could emerge about Jahn’s background or influences.

For many officials, the incident highlights the growing risk of lone-wolf attackers who embrace anti-government or single-issue ideologies.
